All Users have access to jetpack in their Dashboard.
I see this issue has been brought up in the past, but users have been asked to start a new thread.

Is there a way to remove jetpack from subscribers dashboards? I don’t see any relevant reason for this to be visible to anyone but the admin.

The Jetpack menu is indeed available to all registered users. This allows them to use some of the Jetpack features, like Toolbar Notifications.
Rest assured though: they cannot change any of your Jetpack settings.

If you don’t want registered users to use Toolbar Notifications, you can hide the Jetpack menu with this small Jetpack add-on:
