multiple broadcast groups based on catogery

Iam setting up a multisite, im wondering if its possible to set up broadcast group based on category.
for example. I have A, B, C, D sites.
on site A i have category 1, 2, 3
i would like to be able to create groups based on the category, so if i post something in Cat 1, i would like it to broadcast to Site B, C,
if i post something in Category 2, then broad cat it to Site C, D
i want to create these groups and lock it, so the author / editor who ever is posting in those category do not manually do anything. (minimizing messing up the system)
