I’m not sure what exactly you saw. Yes, there will be design changes in 7.0 of the core. However, these will only be minimal.
There was once a “big goal” of a completely new design based on the Gutenberg components. However, this is much more difficult, partly due to backward compatibility. It will not shipped in 7.0. Work on this is continuing and is documented here: https://github.com/WordPress/gutenberg/issues/53322
Therefore, at least for now, they want to adjust a few minor things. An issue has been opened here where this is described in more detail: https://core.trac.wordpress.org/ticket/64308
You are also welcome to contribute your wishes to the process. I would recommend that you provide specific ideas so that they can be evaluated and, if it is positive, taken into account. You can do this, for example, by participating in the above-mentioned issue or (better) in your own issues.
I appreciate both your reply’s. From what I gather, it sounds like this coat of paint is just until they can get something more long term put together. I would contribute but I really don’t have anything I could, otherwise I would have absolutely done so.
Please show us what you mean with a screenshot (see https://wordpress.org/support/forum-user-guide/block-editor/#adding-screenshots). Maybe someone else will be able to reproduce the issue and report it for you so that the developers can take it into account.
