It might be an issue caused by a plugin or your theme.
I recommend installing this plugin: https://wordpress.org/plugins/health-check/
After you install and activate the above plugin it has a Troubleshooting mode that allows you to have a vanilla WordPress session, where all plugins are disabled, and a default theme is used, but only for your user – your visitors will still see the normal website.
Go to its troubleshooting mode and only activate Download Monitor and see if it works correctly with a default WordPress theme (Twenty Twenty-One for example) and no other plugins.
Also, I’m having a bit of trouble finding that download on your website. Could you kindly point me in the right direction?

it was the same but I re-imported a file and it’s ok.

Could you please go and edit a Download that does not work, make a screenshot of the edit page and send it to us? Also, could you please let me know where does the file reside ( file path ), and could you please send a screenshot of Downloads > Settings > Advanced > Approved Download Paths?
