This should not be happening! Is the Jetpack folder completely deleted off of your server? Also, in your database, look for any tables that start with wp_jetpack_. These are the tables that contain data for the Jetpack plugin. You can delete those if they did not get removed.
Could you please post your site URL here so that we can have a look on our end to see if there are things turned on here that need to be removed?

I think it’s fair to say that your uninstall could use a bit of improvement. Could you specify exactly which ones will not break my site if deleted…. and what is tracking my site?

Jetpack is still tracking my site

Thanks for the additional info.
It looks like you are using a third-party tool to determine that Jetpack is tracking your site based on this screenshot:
I believe what is happening is that tool is identifying something as “Jetpack” when it may not be Jetpack. That said, if you are using WooCommerce Shipping & Tax, that plugin uses the Jetpack under the hood and the tool may be identifying that as Jetpack.
I’m using ghostery for chrome to track. This is not a WP function.
Could you please consider my list above and let me know what I can delete without breakdown and malfunction?

The list you shared shows a bunch of other plugins that have some kind of Jetpack integration. They are not files left over from Jetpack itself. I would not suggest deleting any of them, as they may be required for those plugins to function correctly.
From your list, it looks like you may be using WooCommerce Payments. As @lastsplash mentioned, that utilizes the Jetpack connection without having the Jetpack plugin installed, so that could be what is being picked up there. You can read more about this here:

I am not using Woocommerce Payments if you refer to a plugin. I am using another payment plugin. Neither am I on woocommerce.com as described in the article.

I tried this on a test site and saw the same Jetpack tracker using Ghostery (it it used by the Jetpack stats module), but as soon as I deactivated Jetpack, it stopped showing that tracker.
It seems like something else must be adding that tracker. If you click on the tracker name in the detailed view of Ghostery, it should tell you the exact tracking URL.
You may need to deactivate other plugins one by one to find the one that is adding that tracker to your site.
Ok, that is a stats tracking URL, but without Jetpack installed, there is no way Jetpack can be adding that. You could try installing and uninstalling Jetpack, in case there was something left over from a previous version.
If not, there must be another theme/plugin on your site adding the tracking code.
