Do Ticket Purchase Create User Accounts

I am trying to understand if User Accounts are required or created if you purchase a ticket. I see in the settings that you can require Users to be logged in before purchase. If that is not required will it create an account in WordPress – client only wants to allow the purchase of tickets without user registration.
