Photon API quality not working

For the following, it seems no matter the quality parameter, the file size remains the same no matter what (289kb in the example):

This seems to be happening on pretty much all of the site images. Was wondering what’s going wrong and if there’s anything on our end that needs to change, or if there’s an issue with something the API is detecting and always serving up at 100% quality regardless of params.
