Please, do the following:
• WordPress Admin Page —> Settings —> Anti-Spam by CleanTalk —> Advanced settings —> set the option “Complete Deactivation” to “On” —> Save Changes;
• WordPress Admin Page —> Plugins —> Installed plugins —> Anti-Spam by CleanTalk —> Deactivate and Activate again.
Then synchronize the plugin:
• WordPress Admin Page —> Settings —> Anti-Spam by CleanTalk —> press the button “Synchronize with Cloud”

What plugin do you have issues with: Anti-Spam or Security? If Security then you should do the same for it:
• WordPress Admin Page —> Settings —> Security by CleanTalk —> General settings tab —> set the option “Complete Deactivation” to “On” —> Save Changes;
• WordPress Admin Page —> Plugins —> Installed plugins —> Security by CleanTalk —> Deactivate and Activate again.

This issue is still not resolved, I have done the settings as per your suggestions in Anti-Spam and Security both plugins.

Please, check if the plugin is updated to 2.69 (https://cleantalk.org/help/update-wordpress), then do the suggestion above:
• WordPress Admin Page —> Settings —> Security by CleanTalk —> General settings tab —> set the option “Complete Deactivation” to “On” —> Save Changes;
• WordPress Admin Page —> Plugins —> Installed plugins —> Security by CleanTalk —> Deactivate and Activate again.
Please, note, the issue is not the same as the thread author described.
