You need to use the premium plugin to enable both payment gateways at checkout, but with that being said Paid Memberships Pro is fully open source and the code is made available publicly which can be found by following the steps here – https://www.paidmembershipspro.com/free

You only need the Add PayPal Express Option at Checkout Add On.

This enables multiple payment methods. I hope this clears things up.
