Update: even after installing Order Status Control, with “Orders to Auto-Complete” set to “None”, orders still automatically go to Complete.

And just to confirm- the products aren’t virtual + downloadable, correct?
If not, I would recommend testing for conflicts, as it sounds like there might be another plugin that’s causing this to occur. What happens if you place a test order with just WooCommerce active?

Also, I would recommend testing while using Health Check. This plugin allows you to make changes to the site that aren’t visible to regular visitors. Or you could also test on a staging site.

I can confirm the product are physical: Virtual, Downloadable and Pre-Order boxes are all unticked.
I will proceed with conflict testing and revert.
