Efficient Cache Policy refers to Browser caching so check what is the status of that by going to Hummingbird > Caching > Browser Caching and see if all file types have browser caching enabled and what the expiration time is (Google suggests 1 year).
If the status there shows as disabled but you already applied caching rules it’s possible that your server settings have some predefined values for browser caching and don’t allow the changes to be made via .htaccess rules.
In that case you would need to get in touch with your hosting provider and ask them to set the rules for browser caching, or at least allow the changes to be applied via .htaccess rules.
