What is the URL of the site with the problem?

It’s a multisite/network install. I disabled all the plugins yesterday and still received the same error message.

Thanks for sending along the error message you received. Part of that message “Operation timed out” usually happens with a hosting provider or firewall is blocking requests from WordPress.com. It also can indicate that your site is running slow. I checked here and it can be optimized to run faster:

Please check with your host to find out if WordPress.com or Jetpack are being blocked and if there is anything you can do to speed up your site. If you have a firewall in place, check your security logs there to for any references to wordpress.com.

You are probably correct with the firewall being the culprit. Is there a recommended exception list or whitelist to get Jetpack to work?

We are seeing successful connections to pixel.wp.com, api.wordpress.org, and jetpack.com in the firewall. Nothing strange in the server logs.
Any other suggestions? You mentioned site speed and using Pingdom Tools. What should we tackle first that would be the most effective?

Try whitelisting these IP addresses:
122.248.245.244
54.217.201.243
54.232.116.4
and this range: 192.0.64.0/18
Please note that we are constantly adding new hardware to our network to keep up with demand on our services. This means that these IP addresses could change (or be added to) at any time, so we don’t encourage this for long-term use, but it will help to see if your firewall is at all to blame.
