Usually, just pressing ENTER while editing content will create a new paragraph.
What do you mean by “the code for creating paragraph doesn’t work”?
I went into the code editor to add br tags, i still get no line spaxing, also tried html paragraph tags, and still no line breaks displayed on the actual home page. 🙁

This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
If you can install plugins, install “Health Check”: https://wordpress.org/plugins/health-check/ On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site. You can then use its admin bar menu to turn on/off plugins and themes one at a time.
Which plugin would it be? Everything worked fine before the latest update to 5.2.3
My users still want to use the classical editor. The new block editor is confusing to them.
I don’t know. That’s why you need to turn them all off then back on one at a time until you find what’s causing the problem.
The website has the standard theme version 2, there was an update to version 3. That fixed the issue hopefully. It at least acknowledges html p and br tags.
