We have tried to replicate the issue at hand and it seems to be working just fine for us.
This product has no normal description:

It does have a short description:
https://www.dropbox.com/s/8fq32jhpxfi1fij/short-description.png?dl=0
So we create a filter (to get just that product in the feed) and a rule:
https://www.dropbox.com/s/6zp0zwtnwwtab41/empty-rule.png?dl=0
Which results to this in the XML feed:
https://www.dropbox.com/s/qykyi7i5bbtcevg/xml-proof.png?dl=0
Hence, it seems like this is working just fine. Are you sure you have set your short description(s)?

In my case there is no description ( not short and normal one ). I mean there is no any description
As I understand if there is no any description your plugin set default one.
After generating feed I see that products without any descripton are rejected by google:

I just want to create default description if there is no short nor normal description.

No the plugin is not creating a default description for you. You really not to either fill the normal or short description yourselves.

Yes that is correct. You can replace an empty field with any other field you like.
So for example when you have no (short) description you could replace it with the product title or any other attribute you know does contain information.
