Incoming webhooks? User-specific notifications?

Hi guys,

Is it possible to do it the other way around, eg. create a webhook endpoint that can be triggered by another application to perform a particular desired action in WordPress?

Also, is it possible to enable and disable notifications on a user basis? So each separate user can decide what notifications they wan’t / don’t want to receive.
