This could happen if you’ve previously dismissed the popup or susbcribe via the popup. Consider clearing local cookies https://mailoptin.io/article/clear-local-cookies-test-mode/
Also check your page targeting rules to ensure you are abiding by the criteria that will trigger the popup.

Hello,
I understand if I visit Web site and I dismiss it that it will not pop up again.
But when I visit the site again or refresh it (or some no techie potencial subscriber that accidentally dismissed it) and want it to pop up again if I/she, he goes to the web site again so they can now fill the pop up and submit, and it doesn’t pop up again ….
At the beginning when I set it up it was working. Now like a week not anymore.
BTW I did not set any kind of special rules as mentioned in those kind of reasons for not working.
