It appears you’ve disabled the REST API. That’s necessary for the new block editor. You’ll need to reenable that.
Do you know how you’ve disabled it?

i used REST API Plugin But i can not publish page or post yet.

Did you re-enable the REST API? What does the health check say?
If not, check your .htacess file, and try disabling *all* plugins.

If i uninstall WordPress then install again may problem solve??
Reinstalling will probably not fix it.
Use the troubleshooting tab of health check to disable all plugins and change the theme. Does that fix the issue?
I uninstall Gutenberg editor.
My issue is solved.
