Confirmed email sent when user is deleted

When we go to Bookings and delete a user (because they said they couldn’t come after all), that user gets a confirmation email (“Welcome to event!…”), as if they had just registered.
That’s wrong.
I have looked under settings, emails, booking email templates. There are templates for Confirmed and Pending. One of those – they’re identical – is what’s going out when we delete a user.
There are also templates for Cancelled and Rejected. Those say “Your booking has been cancelled”. They are not getting sent out.When a user who has registered wants to back out, should we be doing something besides deleting a user?
