I am not sure if I understand the nature of the problem.
The language of the notice is a language that I cannot understand and I cannot tell what is wrong.
Perhaps you should test with only WPML and WooCommerce + WooCommerce Multilingual if you can reproduce the problem, as this could be a problem related to another plugin?
Enabling debug logging in your site would also help guide us in the right direction.
Ok here is the video. I cant use the customer note if wpml is enabled. Is there any translation work for it? Its sending an email to the customer.

I see that you tested the opposite of what I suggested.
Could you check please with WPML and WooCommerce Multilingual and WooCommerce Enabled, and disable all other plugins?
I suspect JavaScript issue coming from one of your other plugins or theme that is interfering with WPML and preventing the submission of the user note.
Perhaps you should open a new ticket in our forum at wpml.org where our support specialists can check that for you.
