  1. Install Bulletin either via the WordPress.org plugin repository or by uploading the files to your server.
  2. Add a new bulletin by adding a simple message, colors, display type and a few other options

The plugin is really easy to use. It also allows me to customise, well, just for anything that I can think of for a quick banner or an announcement.
