Is there a way to upload a PDF to a WordPress site, and have it be secure? Meaning the person is only able to view it within the website - they can't download it or copy the text from it.

no.
you can lock the pdf in your favourite pdf-maker, but this isn't foolproof either.
the rub with this stuff is that in order to get to your screen, it has to be downloaded from the site... and if that can be done, then it *can* and will be stolen.
