I’m trying to follow the instructions on this webpage https://wordpress.com/support/domains/https-ssl/#renew-a-domain-s-ssl and the instructions say:

    Check Your SSL Status

To make sure your domain has an active SSL certificate, take the following steps:

    1. Visit your site’s dashboard.
    2. Navigate to Upgrades → Domains (or Hosting → Domains if using WP-Admin).

I can’t find a menu on my dashboard labeled “Upgrades” or “Hosting”. Is my WordPress site too old for this? If so, can I upgrade somehow?

The page I need help with: [log in to see the link]

Those instructions only apply to sites hosted at wordpress.com. Your site appears to be the self-hosted wordpress.org version. How SSL certs are managed varies by host. I recommend contacting your host to find out what your options are.

SSL checking differ hosting provider, first confirm website where hosted.

On basis of that you can see in account SSL certificate provided free or need to purchase.

Hosting provider give the document for installing that.
