Finally Found it. The Accessibility mode was turned on. I had never heard of that but apparently it got pressed.

I can see “Custom HTML” widget and have many in use. Bat I cannot do any editing of them as the only thing the shows up now when i click edit is the location settings. The Html box is not even displayed.

Do you mean custom HTML widgets? Yes
The only thing the widget shows it the location choices. Sidebar, footer etc.
