permalinks with xampp:

locate the file httpd.conf, mine is at xampp\apache\conf\httpd.conf
locate the line:
#LoadModule rewrite_module modules/mod_rewrite.so
remove the hash(#)

tested using permalink setting of /%year%/%monthnum%/%day%/%postname%
