The product rule will apply to a particular product not on the total number of units on cart, to calculate the discount on tatal number of units in cart you need to set the cart rule not product rule.

This problem only comes when you have incorrectly placed the credentials. Maybe missed a uppercase lowercase or one of the fields is a live credential.

This appears to be a premium plugin query. For problems on premium, we request you to raise a support ticket.
However, i did a small check on your debug request and found that the packaging type is “FEDEX_MEDIUM_BOX’. Can you please disable all FedEx default boxes and create custom boxes and then check the rates. I am confidant the rates would come in that case. Also here is a video for your reference.

Regarding what you have done, copying the class-wf-tracking-util.php in to child theme may not work. You can edit the file inside the plugin
and hardcode your string in line 124.Hope this helps!

What is actual discount percentage that needs to be showing for that product.
