That sounds like the LBAK User Track plugin is probably loading some js in areas it shouldn’t. Your best bet is to contact that developer and let them know of the issue.
You can enable the console and script tag in firebug and check out the error for yourself and report it to their developers.
In the least I’d recommend disabling it for the entire time you’re working with the membership settings area.
On the “Edit – new level” page after adding the rules you should be able to click the ‘add’ button at the bottom and see it added to your list of levels. It also should be labeled ‘inactive’ by default.

So you’ve got the plugin installed and you can see the Membership menus in your WordPress admin, but the add link for levels or subscriptions doesn’t work?
If that’s correct, it sounds like a javascript issue to me. Could you try disabling other plugins and see if the links begin to work for ya?

In reply to: Is Multisite the right solution?We don’t think that you’d be best off with Multisite here – a straightforward single install of WP with a good free membership plugin should be enough for you.
Essentially multisite allows users to set up their own blogs (or ‘sites’)
whereas what you’re after is just requires users being a member of the one site.As regards the login details, there are a number of skins for the wordpress admin area that may be of use for ya:

But they are all pretty old, so you may be better off hiring a developer there.
