For the notification bell shortcode, there is already this one : [wp-notification-bell] . I mentioned it in the installation menu, but I guess not many will find it.
I was planning to add a few options for smaller screens but it kept getting delayed.

You can do that in the « add new notification » tab, just make sure to save at least a field in notification item tab in display setting first. Or do you mean give all users the right to create a notification? By adding a similar form in the website maybe?
