HG tech support suggested that I switch my theme back – from the commercial them I had activated – to either the Twenty Ten or Twenty Eleven default themes – and then re-try the update of core wp as well as my plug-ins. I was very skeptical, but voila – it worked.
This worked for me as well using hostgator. 🙂 Didn’t even have to contact support thanks to this thread.

I’ve been having this problem as well here’s what worked for me
in settings:miscellaneous I set the FULL PATH TO URL to
“wp-content/ uploads”
I’ve managed to update the rest of my files now!
Hope this helps someone, I’ve been pulling my hair out over this one.
