What it does is make it absolute (yes you said that), which means it doesn’t scroll down the page with you once the code is applied. So when you are further down the page, you no longer see the bar, and have to scroll back up to see it.Thanks for the help!

If your referring to the Admin Bar, yes it’s important. I’m in and out of there all day long. Having the bar has made what I do much easier.
I also like it for our users as it makes it easy to explain how to change a password, so although I could turn it off for users as they don’t need all the tools, I like having it for direction.
The other nice thing about it, is that it has the search in it. Which again I like for users, but don’t provide to non-members as they have no reason to search the site.
Thanks for the code I’ll give it a whirl, why is it coded the way it is? Is there a reason it’s set to the top of the screen, instead of the page? If there isn’t a reason how do we get it implemented into the code?

Click on Screen Options
tick Discussions
and then you can untick comments.
