I got this working after I switched the Container code placement from Footer of the page (not recommended by Google, no tweak in your template required) to Codeless injection (no tweak, right placement but experimental, could break your frontend).
It seems the debugger was showing the tags as passing, but they weren’t going to reporting until I switched the placement method.
