I see that there is an option to store transients in the database – is this a source of continued actions even when the plugin is disabled?

Seems that when I clear the css cache – using Asset CleanUp – the issue occurs. Even if I do the full purge at the base site the issue happens. Yes one single config file.
The issue does not happen for admin user (logged in) . I have to open a private tab – or different browser – to see the problem. Browser cache is cleared as well.
Purging the home page on the base site makes everything work again.
