I had the same problem.
What solved mine was switching from raCaptcha V3 to keys for V2 (you get a choice of the type of solution…check box, challenge, etc…)

The issue with no activation email being sent is the same issue I’m facing.
The Welcome email is sent but not Activation. Both are enabled on the Admin panel, but only 1 goes out.
In fact, if I test and register with a new email, the email that arrives to that address is the New User Registration email (which should go to Admin), not the user’s Welcome email.
Both pages are correctly set in Settings -> General -> Pages.
Any ideas?
