Before checking, please also make sure that you did install WP Hotel Booking WPML Support plugin. If you already installed it, we need to check your site settings. Something wrong in your WPML settings, maybe.

Install WP Hotel Booking Coupon addon (extra WP Hotel Booking and you will find the addon in wp-hotel-booking\includes\plugins).
Then create coupons in WP Hotel Booking >> Coupons.
And enable coupon in WP Hotel Booking >> Settings >> General then you can use coupon in Checkout page.
