I would, myself, say that ease of use adds to creating websites with less time constraints. Programming languages that are easier to use, such as Python , for example, can be developed in less time, IMO, then other languages that are harder to understand, such as C (I am not a convert to Python in particular, but I tend to choose languages and platforms that are easier to use). I am also one to have found WordPress to be easier to use as a CMS. Not to mention, it is also free, and an open platform, which is nice, too. 🙂
