So for the site to show well both load mad slow, I have to uncheck js and css aggregate, and deactivate w3 total cache.
How do I resolve this? It is seriously eating me up.

I thought it was the smush pro plugin but the issue persisted after I have deactivate the smush pro.

I have followed every steps you directed here yet my own problem is not getting resolved. The only way it gets resolved is to uncheck both the aggregate JS and CSS files. And when I do it, the site loads slow.
The site is stclementpope.orgWhenever I either or both js and css, the pop up stop, submenus stop, post widget start displaying like a chainsaw victim. Please what can I do to fix this?
