I had a similar problem – but managed to fix it:

All you have to do is edit the settings on the widget itself. Go to the widget page, under the WP-cumulus drop down menu you should find under the general settings a field called ‘wp_tag_cloud parameters’. In there you need to type ‘number=0’ (which sets the tag number to unlimited).

You may find also that depending on how many tags you have, that the cloud will be too cluttered to be legible. In that case, simply change the text size by changing the parameter to something like this ‘number=0&smallest=6&largest=14’ (change the text size according to your needs).
