    Funny but adding

    <Directory “/var/www/mochka.org/public_html”>
    Options Indexes FollowSymLinks MultiViews
    AllowOverride None
    Order allow,deny
    allow from all
    </Directory>

    to sites-enabled/mochka.org.conf file solves the problem
    not sites-available/mochka.org.conf
