Thank you mfields. Now it is working.
I freshly install updated Version 2.3.1 of wordpress. Now at admin panel >> Presentation >> Widgets i can see ‘tag cloud’.
I drag it to sidebar layer and save it. At font end i can see ‘tag’ header at sidebar.
Now tell me how i can add text under ‘tag’ header and link it. Like ‘Taggings’ at http://www.funnydingo.de/projekte/new-tag-cloud/

I am using wordpress version 2.1.3. At admin panel >> Presentation i can’t see any menu ‘Widgets’.
