My above problem resolved — issue was my incorrect understanding of how menu items display on mobile devices.

Same issue on an Verizon Motorola Droid Max 2 with the Android 5.1.1 operating system, running the Chrome browser — when using the browser, below website does not display the main menu bar — but pages that would normally be accessed via the missing navigation bar do render/display correctly when typing the full page URL into the browser.
