4toyNN: Yes, the changes to CSS/other files should automatically be pushed out the CDN. My site was working this way until i upgraded W3TC.
After more research:
The workaround: Found in a separate thread. Basically omit the CSS that changes from being ref’d in CDN…. or as cemery put it ‘solution for CSS has been to list my main style sheet in the Reject Files field of the W3 Total Cache CDN management screen.’

Still an issue though, NOT resolved.
Oh, and minify is DISABLED in all circumstances.
