And what happens when you click the button that says “off”? Its just a simple click toggle button.

This is very odd as there is no fancy coding involved, not even any javascript so there is no way that clicking it can not turn it from “on” to “off” in my mind.
Can you send me an admin login to your site via email so I can take a closer look?

It seems impossible that there can be an off and no on as it is just a html element.

Can you find the option in the wp_options table called “RMVer” and change this to “2.8.9” and then log back into your WordPress admin area.
If this doesn’t fix it then there may be an issue with either you being on a very oĂąd version of mysql or your mysql user doesnt have permissions to create tables.

It sounds like either the database tables didnt create correctly or the options didnt get updated correctly.
Can you check your database to see if the table “wp_responsive_menu” has been created?

Yours is specific to your site as you have styles in your stylesheet that is hiding the menu items.

Can you check your version number in the wp_options table, the option is called “RMVer”.
Try setting this back a version number and then refresh your admin to see if it fixes it and let me know.
