I am using now Borlabs Cookie as a WP-plugin and controlled through the Google Tag Manager. That was also some work but was able to make it happen. e.g. https://www.rang-kings.de/
I have changed to an other Cookie Notice provider, with who I could implement it.

the Loco Translate plugin is great and did the trick. Very user friendly, if you are not used to work with MO and PO files.
