We have checked our end with same theme “Oceanwp”, it’s working fine.
It looks like in your site somewhere custom JS or any other plugin JS causing the issue which smooth scroll the page when clicking on Anchor tag.
please check your end, find the “a” tag click event.

“And also pressing the back button in mobile closes the page, instead of closing the popup.”
