Here’s the solution. It solves most scenarios and avoids you from uploading a separate image when you can just select one from NGG and click “Use as a featured image”. It works great for me.

The short answer is yes. The plugins you use won’t have an effect nor will any changes you make through the dashboard will do the trick.
