Same problem and inserting it in .htaccess didnt work ( I guess my host doesnt allow it ) and I can’t see file php.ini.
Does anyone have further suggestions???

I have the same issue as you with upgrading or uploading a theme with xtreamhost.
Did you finally changed the hosting???
I have tried the same as you, but also adding or editting the wp_config.php as others suggested… But nothing :S
