I’m not a huge expert what so ever but have gone through the same process weeks ago…
Basically what you need to do after installing the latest version of WordPress is:
1. go to your WP.com Dashboard
2. Under the ‘tools’ menu choose ‘Export’
3. save the file
4. log in to your WP.org dashboard and under ‘tools’ this time choose ‘Import’
that’s it.
