Well this depends, you can set the breakpoint width so if you set something really high (like 5000) then it will show on desktop as well as smaller screens but the choice is yours.
The plugin can only deal with Menus that have been built using the standard WordPress way (ones that you see when going to “Appearance > Menus” in your admin.
You can create a standard WordPress menu in your admin to use for the Responsive Menu if you don’t already have one.

This is not related to this plugin at all.
This menu takes your WordPress menu and converts it to a responsive mobile style menu when the page is resized.
You will need to find a HTML/CSS developer to help you build the menu you are speaking about above.
