This plugin aslo came pre-loaded on my WP backend when switching from Linux hosting to WordPress Hosting with GoDaddy. I have removed as I am not using. Contact Form is still broken.

Yes. I had recently installed Social Gallery Full Version (http://wordpress.org/plugins/social-gallery-lite/) and the Mobile & Social stats add-ons.
I deactivated and the menu came back. Thank you!
I am having the same problem as carlosborau. The Flamingo menu no longer appears in my dashboard/admin panel.
