Well. Thank you for information.
My technical knowledge, I think not sufficient to do such analyze and do edits basing on it, but I will try to figure out – maybe I will can.

UPDATE:
I found the reason – it was due to I input wrong letter into custom date format – so instead of day there was indicated Year in two digits.

So case is resolved.

Thank for you recommendations.
I had only 3 plugins active and I deactivated all.
Selected default Twenty Fourteen theme. And the result is same – while hovering mouse over date tag below hyperlink appears below – where you might see – tag indicates 16 November, while permalink is with 22 November
