Nevermind. I was adding “/config.php” onto the end of the path and didn’t realize that it just wanted to know where the folder was. Once I removed that from the end it works fine.

Actually this is a bug with Paypal. Paypal has confirmed that they are aware of the bug and are working on fixing it.
